Key Responsibilities

  • Plans, coordinates & Executes Supply Chain Management (SCM) activities on assigned projects. Acts as liaison between the project and the SCM-MP team.
  • Responsible for oversight of Project Procurement Management Plan.Develops procurement strategies that are consistent with corporate guidelines while meeting the objectives of the project
  • Leads development and execution of Project Procurement & Contracting Plan.Ensures that procurement and construction contract strategies are correctly reflected in the project schedule and cost estimate.
  • Participates in Project Assurance activities as defined in TO-09-2203
  • Responsible for supplier and contractor selection.Manages all contract bidding, negotiation, award and related administration activities. Prepares bidders list; develops bidding documents, terms and conditions; reviews and approves bid tabs; tabulates, evaluates, and summarizes all supplier bids.
  • Manages records and negotiates supplier / contractor and subcontractor changes and claims.When rework occurs, works with project team to make sure supplier / contractors are held accountable.
  • Responsible for creating value, and for developing and managing contractual arrangements for project equipment, materials, and services
  • Sustains and controls strict application of all legal, regulatory and corporate rules and regulations related to the project and its work.
  • Facilitates proper development, review and approval of project procurement and contracting arrangements by performing economic analyses, modeling and financial evaluation. Completes commercial analysis necessary to provide a thorough evaluation and competitive basis for recommendation.Leads negotiations to finalize contractual arrangements or resolve issues.
  • Maintains awareness of economic and market trends, identifying, exploring and developing appropriate sources of supply for key project spend areas.
  • Builds and maintains strong productive relationships with key project suppliers and contractors.
  • Prepares and leads theevaluation of responses to Request for Quotes (RFQs)
  • Provides input to Construction and Material Receiving Plans.
  • Coordinates contract management in conjunction with the Project Engineer and Construction Manager.Provides oversight for the administration of project controls to effectively manage contracts including a robust change management process.
  • Participates in development of Risk Register.Identifies risks to contracts and procurement.Ensures adequate risk mitigation and contingency plans are in place.
  • Solicits and places orders for equipment, bulk materials and offsite fabrication, either directly or by oversight of the Owner’s Engineer.
  • Solicits, Awards, and Administers Construction Contracts

Education

  • Bachelor’s degree Procurement, Supply Chain Management, Business, or related field

Experience

  • 7 or more years of progressively responsible procurement, supply chain, commercial, contract development, or contract management
  • 5 or more years in purchasing, contracting or Strategic Sourcing
